How do I renew a teaching license in MN?

To facilitate the renewal process, the Minnesota Professional Educator Licensing and Standards Board (PELSB), a division of the MN Department of Education, oversees teachers, relicensure committees, and school districts concerning license renewal requirements for teachers.

Teachers who want to renew a teaching license must submit for approval and verification to the local continuing education/relicensure committee in the school district where they works or live. According to PELSB, the Minnesota Professional Educator Licensing and Standards Board, on February 7, 2019: Each school district, through its continuing education committee, is charged with determining the requirements to meet relicensure. The legislation intentionally provides latitude so that districts can determine the requirement based on local goals and needs. Teachers should work through their local continuing education committee for guidance about what is expected and where to obtain the professional development. If a Tier 4 teacher works outside Minnesota, the clock hours and mandatory requirements must be submitted to the PELSB renewal specialist. (Minn. Rule 8710.7100-8710.7200).

A Tier 4 teaching license is valid for five years and expires on June 30 of the expiration year. This license may be renewed after January 1 of the renewal year. In order to renew a Tier 4 license, the licensed teacher must complete 125 approved clock hours, including all mandatory requirements in effect at the time of renewal within the 5 years immediately preceding renewal (3 years for a Tier 3 renewal).

If you have been or are currently employed by a Minnesota school district, renewal of a Tier 4 teaching license will require completion of 125 clock hours verified and approved by the district's local continuing education committee. If you are currently residing in Minnesota but have never been employed by a Minnesota school district, renewal of a Tier 4 license will require completion of 125 clock hours verified and approved by your local school district's continuing education committee. If you do not live in Minnesota and have never been employed in Minnesota, you may renew your license by submitting an official transcript verifying 12 quarter or 8 semester credits in the license area(s) or in general education courses.

These credits must have been earned within the five year period immediately preceding the renewal.

All of the renewal options must also include specific professional development requirements in rules that are in effect at the time of renewal.

What state requirements does a teacher in Minnesota need to meet for relicensure?

Cultural competency, defined in Minnesota Administrative Rule 8710.0310 , is required of all educators renewing after 2020. Each educator's district (for Tier 1 and Tier 2 license holders) or re-licensure committee (for Tier 3 and Tier 4 license holders) will verify this renewal requirement has been met. Educators may take any training that meets the criteria.

The Tier 4 licensed teacher must complete 125 clock hours. The Tier 3 licensed teacher must complete 75 clock hours.

Teachers, school counselors, school nurses, school psychologists, school social workers, and speech language pathologists must show evidence of the License Renewal Conditions.

Please ensure the courses meet requirements for your teaching license and circumstances and align with what the Minnesota Department of Education's Professional Educator Licensing and Standards Board require for your particular license type. To renew a teaching license in MN, educators must include evidence of learning in the following areas in addition to specific license requirements:

  • English Language Learners (ELL)
  • Suicide Prevention Training
  • Cultural Competency Training
